I am commanded by the Air Council to inform you that

they have had under consideration Colonial Office letter

No. 53548/37 of 31st August, 1937, forwarding a letter dated

27th August, 1937 from Messrs. Jardine, Matheson & Co. Ltd.,

regarding the export of arms to China.

2. In reply I am to state, for the information of

Mr. Secretary Ormsby Gore that the Council agree with the views

of the Army Council in this matter, as set out in War Office

letter 083/6018 (M.I.1) of 3rd September, 1937, to the effect

that, pending further developments, there should be no inter-

ference with ordinary commercial transactions between British

firms and China or Japan.

3. A copy of this letter is being sent to the Foreign

Office, Admiralty, War Office and Board of Trade.
